The simple reason that there is not a PK01 compressor is that... there was really no pressing need for one. Since EE accepts any file in the Data directory, and it does not require PK01 compression on them, they can just be left uncompressed.
On linking the texture with the OBJ, this is not supported yet as it would require generating an additional .MTL file, which the current single input stream / single output stream design does not support. Additionally, this is only one-way, as the linkage between SSTs and CEMs is stored in dbgraphics, which is difficult as there is no way to change it without having access to it (which the program has to work with).
Perhaps a collaboration between cemconv and the DB editor could allow model conversion directly inside of the DB editor?

As far as I know, the "linking" process is just editing/viewing the texture references stored in dbgraphics - which can be accomplished with Forlins' tool or hex editing. While a linker would simplify the process, it is not completely neccessary.
